There are a few factors in determining why you have slow download speeds. Most people think that you should always get the speed your ISP says you will get. However, this is not the case. More often than not, people on the internet have either slower, or faster, connections than you do. When a single user sends you a file and he/she only has an upload speed of about, oh, 128KB/s, that is where they are capped, and that's what you get. Websites, on the other hand, are loaded with massive upload speeds, in most cases, to handle numerous downloads from users at a time. Some sites are strapped with DS3 or higher, giving them massive access to large amounts of transfer speeds. Also, if you're using a downloading agent like, say, Download Accelerator, you're improving your speed by downloading from numerous sites at the same speed, at once. This breaks something like a single 50mb file at 700KB/s into 5 10mb files at 700KB/s, assuming your connection can handle about 3.5MB/s down speed. In most cases, this requires something above a T1, like uncapped cable. Most of the time, you're only going to see your connection speed through web browsing and downloading from websites; even then, you've still got to take things into account. For example, sites that have popularity are going to take longer to view, download from and or upload to, if applicable. The more stress that's placed on a connection, the slower it's going to react to your requests.

I hope this helps you out in understanding just exactly what your 'download speed' is determined by. Just because you're getting ONLY 70KB/s, and I sarcastically use ONLY because some users rarely see 40KB/s, doesn't mean your connection is slow. mIRC is one-user-at-a-time on it's DCC transfers. Like I said, 1 user, 1 128KB/s upload speed, can be cut to between 20-100KB/s depending on what he/she is doing when they begin uploading to you. That doesn't mean their download speed is affected. If you find that you send a user a file at about 200KB/s, and then they send you something at 40KB/s, that's just because the up and down streams are affected in different ways. It's all part of this wonderous internet, parts of it suck and other parts of it suck more. Enjoy ;-)
